How about running multiple RPDs, Multiple rpesentation Services --- using IIS (instead of OC4J).
I saw your other post with instructions for IIS configuration on a 64-bit platform and that rocks! Would love to also have dev+test on same box

You can run multiple rpd on the one same BI-server normaly this should be enough in a development street. The OBIEE (windows) core is still C++ so running multiple instances will probalbly not workt.
